Concrete tune timing values after configuration defaults have been resolved.

Stored as one compact snapshot because these values are consumed together and have no SQL-level filtering requirement. None on TuneRunRow::effective_tuning identifies runs created before this snapshot existed or callers that have not recorded it yet.
